This report reviews the status of violence against women as researched in 14 annual reports, 32 country mission reports, and 11 communication reports published as recently as December 2008. The report focuses on reproductive health and rights, poverty, migration, internally displaced persons (IDPs), women refugees, trafficking, aging, and adolescent girls. It also highlights how the mandate on violence against women has changed, what has been learned, and problems still to be addressed.

Disclosing Sexual Assault to Parents: The Influence of Parental Messages About Sex
"This qualitative study explores the relation between parental discussion and messages about sex and women's decisions of whether to disclose sexual assault to parents. Participants were 18 women from diverse ethnic backgrounds. Data were analyzed using a grounded theory approach. Findings indicate that women more often disclosed sexual assault to parents who discussed sex with them in a frank and positive manner. In addition to the role of disclosure in recovery, implications for sex and parent education are discussed."

Don't Turn Your Back On Girls: Sexual Violence Against Girls In Haiti (pdf)
A comprehensive report on sexual violence against girls in Haiti released by Amnesty International in late November of 2008. Over half of the 105 rapes reported in Haiti by the end of November were committed against girls under the age of 18, according to one of the few organizations in the country which collect rape statistics. The report includes findings on rape as a political weapon, the role of discrimination and poverty, and the state’s response.

Sexual coercion was perceived to be a normal part of intimate relationships; in particular, informants felt that a woman’s lack of decision-making authority, including choices on sexual encounters, was implicit to marriage. This information may help violence prevention programs develop a range of strategies for addressing sexual coercion among adolescents."
"The study examined several behavioral mechanisms that link gender-based violence (GBV) to STD among detained, sexually active adolescent girls. GBV was related to chlamydia directly and indirectly through condom failures and through having sexual intercourse while high on drugs and/or alcohol. The study found that sexual risk reduction programs may benefit this population by addressing the role of GBV and its association with STD-associated behaviors."

The Population Reference Bureau estimates that between 100 and 140 million girls and women worldwide have undergone female genital mutilation (FGM) and more than 3 million girls are at risk for cutting each year on the African continent alone. Global and national efforts to end FGM and cutting have supported legislation targeting excisors, medical professionals, and families who perpetuate the practice, but political will and implementation remain an issue.
Guatemala’s Femicide Law: Progress Against Impunity? (pdf)
This report places femicide within a particular historical, cultural and socio-political context describing the 36-year internal conflict that resulted in rape, torture and murder of tens of thousands of Guatemalan women and girls. Although the government has made some progress in implementing some aspects of the Law Against Femicide, the report also points out that the lack of understanding of the law, continued social unrest, poor media portrayal, and inadequate efforts to implement the law stand in the way of serious progress. The report concludes with recommendations for the government including improving investigation and prosecution of crimes of violence against women, and protection of the victims of violence and their children.

Report of the Special Rapporteur on the Human Rights of Migrants
The author points out that female children are extremely vulnerable to gender-based violence during migration. Migration is often difficult and dangerous for female children due to “additional restrictions on travel” girls may face due to “male guardianships.” Female children are also vulnerable to human trafficking for sexual exploitation or forced labor during migration. The report concludes with recommendations for policy improvements on migration legislation.
Scared at School: Sexual Violence against Girls in South African Schools
This report documents school-based sexual violence in South Africa; reviews school and state responses to sexual violence; explains the discriminatory impact on girls' education rights when the government does not respond adequately and effectively to gender-based violence; and sets forth recommendations to rectify these problems.
Sexual Assault Risk Reduction Curriculum

Sexual Intercourse Among Adolescents Maltreated Before Age 12: A Prospective Investigation (pdf)
"This study found that maltreatment (regardless of type) predicts sexual intercourse by 14 and 16. Emotional distress explains the relationship by 14. By 16, other factors likely contribute to intercourse. Maltreated children are at risk for early initiation of sexual intercourse and sexually active adolescents should be evaluated for possible maltreatment."
Sexual Violence Against Adolescent Girls: Influences of Immigration and Acculturation
"This study investigates associations between immigration and acculturation with sexual assault among a large, representative sample of high school girls. The study found that being an immigrant was associated with recurring sexual assault victimization; this effect was not consistent across age and racial/ethnic groups. Immigrant status conferred risk among adolescent girls aged 15 and younger, Black adolescent girls, and sexually active Hispanic girls. No differences were detected in sexual assault victimization based on acculturation."

"This national survey of youth, ages 10 to 17, and their caretakers has several implications for the current debate about young people and Internet pornography. Twenty five percent of youth had unwanted exposure to sexual pictures on the Internet in the past year, challenging the prevalent assumption that the problem is primarily about young people motivated to actively seek out pornography. Most youth had no negative reactions to their unwanted exposure, but one quarter said they were very or extremely upset, suggesting a priority need for more research on and interventions directed toward such negative effects. The authors urge that social scientific research be undertaken to inform this highly contentious public policy controversy."
The Extensive Sexual Violation and Sexual Abuse Histories of Incarcerated Women
"This study used the Sexual Abuse Checklist (designed by the first author) and a modified version of the Sexual Experiences Survey (SES) to obtain a detailed account of 391 incarcerated women's self-reported sexual violation and abuse histories. Seventy percent of the women reported at least one violation consistent with what qualifies as "rape" in most states in the United States today, and half of the women reported child sexual abuse victimization. The most prevalent victim–offender relationships were male strangers, male lovers or boyfriends, male dates, husbands, uncles, brothers, male cousins, and stepfathers."

The War Within the War: Sexual Violence Against Women and Girls in Eastern Congo
This report documents the frequent and sometimes systematic use of rape and other forms of sexual violence in the Rwandan-occupied areas of eastern Congo. This report focuses on crimes of sexual violence committed by soldiers and other combatants. But rape and other sexual crimes are not just carried out by armed factions but also increasingly by police and others in positions of authority and power, and by opportunistic common criminals and bandits, taking advantage of the prevailing climate of impunity and the culture of violence against women and girls.

The report presents evidence of horrific abuses against women and girls in every region of Sierra Leone by the rebel Revolutionary United Front (RUF), as well as other rebel, government and international peacekeeping forces. The report is based on hundreds of interviews with victims, witnesses and officials, details crimes of sexual violence committed primarily by soldiers of various rebel forces —the RUF, the Armed Forces Revolutionary Council (AFRC), and the West Side Boys.
